Marjorie D. Cohen is a senior technical assistance specialist at American Institutes for Research (AIR). She has nearly twenty years of experience as a policy analyst and technical assistance provider to states and localities, with a particular emphasis on the connections between and among secondary and postsecondary education and the workforce. In her present position as the senior college and career readiness specialist, Cohen provides policy research and analysis on career and technical education issues for the Education Policy Center, and supports districts, states, and regional comprehensive centers through the College and Career Readiness and Success Center and the Center on Great Teachers and Leaders.

Her previous work included serving as a project manager for states’ talent pipeline efforts to align education and workforce development systems with the needs of the economy through research and best practices; project work included written products, tool development, convenings, and in-depth technical assistance as a senior policy analyst at the National Governors Association. As principal associate at the National League of Cities, Cohen directed the NLC’s initiative to dramatically increase the number of residents with postsecondary credentials that connects participating cities with significant technical and planning assistance, data tools, and flexible funding. She co-led the Municipal Leadership for Postsecondary Success to strengthen cities’ capacity to mobilize community stakeholders around shared goals for increasing local higher education completion rates, and provided leadership and management of technical assistance to eight cities. Cohen holds a bachelor’s degree from the University of California, Davis and a master’s in public policy degree from Georgetown University.
